I have a friend from out of state that wants to come bear hunting in washington. I know he needs a non res tag and license . My question is is a Current or expired license from his home state proof of hunters ed? He is only 33 years old so the jan 1 1972 does not apply.

It sounds like they need proof of passing hunter's education somewhere.

It does not. He'll need to contact the wildlife office in the state where it was received and request a copy/proof to submit to WA. Most state's are accustomed to fulfilling this request so there shouldn't be a long turnaround.
