advice please: last chance spring bear

I am currently on deployment and have been for every bear season the last 3 years and i wont be home til almost Christmas this year. I am going to be transferring in May so my only hope in getting a bear before i leave is to draw a tag for spring bear. I know it is a lottery and i might not get a tag but is there anyone that has any suggestions on what units i should put in for to give me my best chance at getting a bear tag? I am not a huge trophy hunter I just want to get the chance to see and with any luck tag a bear. With my first baby on the way, I am not really in the financial situation to hire a guide so I have to resort to getting a tag.

Any suggestions are welcome.

Best unit to put in for is idaho.  Its otc

OTC? sorry i dont know that one. I heard Idaho was good. open tags and you can even bait for them if that is your fancy.. How is a good way to know where in Idaho given the fact i know nothing of the area?

I appreciate the idea though and if i can get it to work out im all about it!
