This year in Colorado it is $40 per animal point fee. If you put in for Deer, Elk, Antelope, Big Horn Sheep and Moose, that amounts to $200. That adds up pretty quickly. However, Colorado has provision that waives these fees for anyone who owned a hunting license in Colorado the previous year. If you drew or bought a tag in 2014, then you will be exempt to these fees in 2015. However, if you did not own a tag in 2014, you still have chance to eliminate the $40 per animal fee. You can buy a 2014 small game or fishing license before March 31, 2015 for $56 and this will count as owning a permit during the previous year to eliminate the $40 per animal fee. This is an easy way to save money. Use the money saved to apply for more states or more animals. It must be a 2014 license.
None of this apply’s if you are under 18.  Youth do not have to pay the $40 fee and they still get a point if they did not draw.

What if you have your three pref points for moose already?   (max of three)

When you get your refund if you did not have a license this year they will take $40 off the refund when returning.

If you are only applying for Moose then this is not worth it.  As it is $40 for the point and $56 for the fishing or small game license.

I was wondering when Colorado was gonna jump on the bandwagon and start squeezing NR for more cash.  Is this just a one year break and then we are all getting hit in 2016?

i cannot predict the future.
But this was the same last year.
And I spoke to a gentleman in Colorado and asked this question and he thinks it is just how they are doing it.
So as far as I know this is the same rule for at least some years to come.

I don't think the $40 fee applies to bighorn sheep and mountain goat just deer, elk, antelope & moose. Still makes sense to spend $56 instead of $160 though if you apply for everything.

so this maybe a dumb question but here goes. I do all my hunting here in wa.  I started applying in utah three years ago.  I am interested in putting in for colorado.  I was looking through there regs and couldn't find the info I was looking for.  Do you have to buy a lic in order to buy preference points? or do you just pay your 40 bucks per animal choice? Any info would be appreciated.
