Down riggers work great. Not sure, but don't think 2 pole endorsement is good up there.
Buddy of mine fished off downriggers a couple weeks ago. 60 feet deep. 2 poles were about all they had time to get in the water.

My dad fished it Monday. Trolled all day... Lots of bites but only came home with one decent fish.

Yes you can use 2 poles on Riffe if you have the endorsement.

If you are using Wedding Rings or Double Wammys make sure they are the gamakatsu hooks!
I replace all the stock hooks, and our catch rate sky rocketed.
Put a red Power bait nugget on the top hook and shoe peg corn with Power  Bait pink maggot on the trail hook.
Trolling with a one once banana sinker in front of the Double Wammy. The silvers congregate near the steep drop offs.
If you use a bucket to hold your fish, they will jump out on high speed runs, LOL

Seriously 👀
Only 2 defining forces sacrificed themselves for you:
The American Soldier and Jesus Christ. One died for your freedom, the other for your soul.

My rock,
He trains my hands for war and my fingers for battle.
