You should have tags for both, assuming you paid for the license with both as an option.
This answers the original question best.

Check your license and if it says bear and cougar you should have tags for them.  If you don't contact WDFW and they will help you out.  You have to have a tag to notch upon harvest.
Pain is temporary, achieving the goal is worth it.

I didn't say it would be easy, I said it would be worth it.

You can't check online for licenses purchased because the system is shut down. You would need to go to a license dealer.

Normally you'd be able to look online. The current shutdown is only temporary I believe.

If it wasn't shut down, this would be the link.

" In today's instant gratification society, more and more pressure revolves around success and the measurement of one's prowess as a hunter by inches on a score chart or field photos produced on social media. Don't fall into the trap. Hunting is-and always will be- about the hunt, the adventure, the views, and time spent with close friends and family. " Ryan Hatfield

That's true. It would also show all purchases on the recreational license.

if you look on your license it will tell you not only what you bought but what was printed for you. for example if you go buy your deer & elk license / tags, then you get your deer tag but not your elk tag (because you don't know if your hunting MZ or modern for elk.) the license will tell you that you paid for deer and elk got a deer tag but no elk at this time.

Turns out the transport tags came back in March with my combo license and I had forgotten about it. When I looked it up in the regs the wording is a little confusing, makes it sound like all you need is the license that you sign
