Confirmed with WDFW about 5 minutes ago. Just make sure that its a mute swan then  :mgun:

Well.... if a swan is dead and can't make any sounds it must be mute.

The lady I talked to said the don't want them here. By what I could find online image searching and going on the Audubon website they have orange bills with the black bulge near the head like the picture posted.
