How far over your draw length do you guys or gals cut your arrows? Is there a general rule of thumb?

I have a 30in draw and i cut my arrows at 29.5 in. I have been told that they can be shorter but i like that langth. The tip of my arrow is just past my riser on my Mathews Heli m.

Arrow length has more to do with spine. Obviously they can't be too short or they won't fit on your rest at full draw. I wouldn't say there is any rule of thumb for how long your arrows need to be, they just need to be cut to the correct length depending on what is the optimal spine for your set-up.

If hunting don't forget you need 6gr per pound, so with a lighter arrow (gpi) you may need an extra inch. 
Old enough to know better.
Young enough to go for it.

i like them just outside my riser as well. safety precaution so you dont cut your hand.
they call me the bloodhound cause i can track a wounded animal in the rain for 2 days when all it has is a splinter.. sniff sniff awooo
