Straight-walled rifle cartridges required for hunting...where??

Was looking through my latest Cabela's/Bass Pro catalog and came across these new Winchester 350 Legend cartridges.
Says they are designed to function reliably in AR rifles, for use in states that require straight-walled rifle cartridges for deer hunting.
Any idea which states have this requirement and why?? Seems like with all the things that could be required in a hunting round, this makes no sense.

Some states treat these as "primitive weapons" same as muzzle loaders.

I think Ohio and Indiana allow these. They generally don't allow higher powered rifles if I remember correctly because of the smaller lot sizes and lack of good back stops.

That's funny, I saw the same ad and had to look up the cartridge. Looks like the restriction only applies to a couple of mid-west states
