Legal draw weight

In the past I thought i had seen " 40 pounds of pull measured at twenty-eight inches or less." not really a big deal for me. but the girlfriend is concerned about being legal, her bow has a 65% let off. So to be legal she has to get her draw weight up to 62lbs and after the let off that puts her at 40.3lbs is this correct?

Alot of new modern bows have more of a let off, how is this affecting everyone else?

I copy/pasted this out of the 2020 regulations on page 85

It is unlawful for any person to hunt big game animals with a bow that does not produce a minimum of 40 pounds of pull measured at twenty-eight inches or at full draw.

Incorrect if the bow is a 40# draw weight she's good to go

It's draw weight not hold weight if that helps
