I dont know about individual lakes but in general it is. 

"Common Carp:
No license required. No min. size. No daily limit.
No possession limit. May also be taken by spear
or bow-and-arrow. Open only during open game
fish or salmon seasons" Page 21

"Spear Fishing Attempting to take fish by impaling
the fish on a shaft, arrow, or other device." Page 17

Pitchfork or gig should be legal.  I dont think snagging would be though since its pretty broad statement that you may not and its not stated under carp that its allowed.
