First time on the list. In years past, how far down do they generally get?

Looking on GoHunt it looks like mid to late Nov in 2020 they got to the following numbers for each combo license:

Elk  589
Deer 256
Big Game  320
i was 468 last year and got the e Mail October 30th to purchase.

How would this work with the BMA's over there? New to Montana hunting so not sure if there is a quota or what, but that seems kinda late to secure a decent public place to hunt. Anyone have any insight? Thanks
