 I'm sorry, I've seen and read this thread a few times and every time I get pissy so I just have to ask;
 At what point does a situation like this become larceny? This individual/company has possession of your property which there should be proof of in receipts and copies of the proof of down payments. There should be a consensus as to a reasonable amount of time for this company/individual to complete the jobs or return the items unfinished. After this time span has expired, law enforcement should get involved. Unless the items in question have been destroyed in a fire, stolen, taken in a bankruptcy situation, it should be a simple case to make. Any item that is not completed in the time frame that's considered reareasonable should be considered stolen. If this were the case, the company/individual would have incentive to complete, return or renegotiate new terms on the items.
 I'm sorry, people put in years of work in search of these trophies and once in their possession, they become cherished property. Someone completely ignoring this fact should be held responsible just as if they'd come into your house and taken the items. They've accepted the responsibility of caring for these items in their possession therefore should be held accountable as such.  Just my opinion

Small claims court is another option, you can sue for up to $10,000 and don't need an attorney.  It's very simplified compared with regular courts, you basically get in front of a judge and tell them your story and show them your proof.

You have to pay the court $50 plus the fee to get they guy served papers.  If you win, you can get that money back from the guy as well a your other deposits.

Collecting a judgement can be fun, but after 30 days you can go after paychecks, bank accounts, assets, etc and also collect on the costs it takes you to get the judgement amount.

If you have documentation that you think is pretty solid (including an original contract of some sort, deposit reciepts and the time/date/method you tried to reach him over the years), I would send a certified letter letting him know you have tried everything you could to get your stuff back and give him a week to get back before I went to court to recover my money.
