Wow. I was with you until you didn’t report it and said there was no reason to report it. There are a crap ton of reasons to report it.
I'm a little confused.Witnessed multiple possible criminal violations and the decision to non report.Let Leo decide if it's worthy of investigation.And often these aren't isolated offenses. It's possible there are other reports of the same group, and all's Leo needs is that one final tip to break the investigation wide open.

Especially in today's judicial world of "alternative case dispositions" such as deferrals, stipulated order of continuances, etc. flat-out convictions are becoming rarer and rarer.
