I'd go SWFA over Leupold or Vortex. The SWFA SS 3-15x42 is a bit over your price range but is more likely to maintain zero than the other two brands.

There are a bunch of reasons to not go with a Vortex scope but you’re talking weight and there’s 4 ounces difference between similar magnification leupold and vortex scopes. I’d go Leupold over Vortex either way, but not for weight.

I actually took it back and got a 4-12x40 (30mm tube)  Leupold VX. These old eyes needed more zoom! Plus the side focus I think I will be happy with this scope if the cds works as it’s supposed to!
