Well,might wanna just go down to a dol location and double check for sure what you'll need to do.  I'm no expert and maybe things are easier than they were a few months ago.

If it doesn’t have a title you are in for long term aggravation in WA. We run a boat building/ resale business and will not accept an out of State boat or trailer for trade in or resale without a valid title. Just too much hassle.

I agree with Scotsman.  I do this all day handling boat total loss claims.  In Mn, any boat over 16ft and any boat with a motor must be titled.  As long as you have the title properly signed you should have zero issue

It isn't over 16', so there no title on the boat.  Pretty sure there is a title for the trailer.

Trailer will be titled.  If the boat has an engine it will be titled as well.  A notarized POA and a bill of sale should work if it was never titled and the MSO sheet is gone
