I don't believe that there is any requirement to spend money just because it was included in a paper budget. Local governments cut and amend budgets all the time but that seems to be a foreign concept at the state level. |

Doesn't sound like they sent him any contract at all. Just because it is in the budget doesn't mean squat unless there is a contract or financial services won't cut a check. |
