if us red-headed wetside stepchildren are invited, i'd be in depending on the schedule, and i'd probably have a couple other guys as well. will this be a team effort?

Hunting contests (even amateur ones) are strictly prohibited by Washington law.

The last one somebody tried to put together, was shut down by the WSP and WFDW officers, during the pre-dawn sign-up.

Most attendees were held by these law enforcement groups until midday, while they ran checks, made threats, etc.

I'd advise you not to do anything like this "in the public eye", and to term it a "rendezvous", or a camp out, or something along those lines (like was done in 2001), with no mention of "contests".

The winner only stands a chance of winning a hefty fine, and so do all the others involved.

  That's funny right there ... I used to own one and they get stuck in an inch of snow it sucked!!! And I lived in Milwaukee, Wi where they get just a little snow
