changing screen name

I seem to be having some issues changing my screen name. Any help would be appreciated.

The feature has been shut off due to some jerkwads that have made nasty cracks, then change their names, then doing it again.  SORRY, typical of any school yard I guess, everything is fine until someone acts up and you lose a priviledge.
