Stupid question because of my stupid decision...

Well, that does help clarify it. In this instance, he should be able to exchange the license if he gets it done by tomorrow at the latest. You better be calling right now! I wouldn't try to get a hold of anybody tomorrow.
I feel sorry for anybody at the WDFW who answers call from the public tomorrow! :bdid:

??? You applied for a special permit so you cannot exchange your tag after 5:00 PM on May 26th. (tomorrow)
This is the rule posted previously:

I know for a fact that once te drawing takes place you can not change your tags, 2 years ago i applied for rifle elk permits and didn't draw, i had to go to work in montana during the rifle season so i wanted to switch to muzzy, got a no vote... Didn't hunt elk that year. I called everybody that would listen and every response was "did you apply for permits?" Answer was yes, so there answer was no.
