What is a dpf? Does taking it off affect emissions? Do diesels have to go through emissions?

DPF= Diesel Particle Filter
Thanks to the EPA they have been required on all diesel for a couple years now. Not sure about the emissions laws around the west side but pretty sure there are no emissions on the east side.
