Most government entities are not run with much accountability. The WDFW needs to be run like a business but not like a Racketeering Business.

It's more about how to up the conservation-related $$ than how to equitably distribute permits.  I'm personally okay with it, since I think the extra dollars do more good for all of us, even if one lucky SOB gets three animals.
