Hello,

I just got a Mossberg 500 with a 28" barrel, modified choke. Can a gun smith make this barrel to accept chokes?

Yes, a fixed choke can be threaded for removable chokes.

... or, you can order a 28" Accu-choke barrel... I believe that they still come with a three-choke Accu-set.

Midway USA has barrels for your Mossy.  It maybe cheaper to purchase another shotgun

I have the same shotgun. I was able to get a good deal on a barrel off gunbroker.com. Barrel (accu-choke) was lightly used and was able to get it for much less than new and included a few chokes as well.
