I am planning on fishing the Methow with my son for trout this weekend. The regs imply under Eastside Special Rules for rivers that I need a Columbia River Endorsement now for this section of river. On page 6 of the regs it says you only need the extra endorsement/fee if you are fishing for steelhead or salmon. Do you agree I don't need it if I'm trout fishing with my 4 wt fly rod and not targeting steelhead?
Columbia River Salmon and Steelhead Endorsement: All anglers 15 and older fishing for salmon or
steelhead on the Columbia River or its tributaries must have this endorsement. Check stream listings in special rules identified with
Col. R. Salmon/Steelhead Endorsement or see http://wdfw.wa.gov/licensing/crss_endorsement (http://wdfw.wa.gov/licensing/crss_endorsement) for map. Not required on Free Fishing Weekend.

Seems like you wouldn't need it , but we live in WA and there is a big lack of common sense so I am not sure.

I haven't flyfished in a couple years for trout so I'm really looking forward to some relaxation. Part of me wants to buy the Endorsement even though I might not need it, just so I don't have to think about it. But I'm so tired of special fees that I'm not going to.
