Only half as good , is he legal to shoot as a 1x7 or ?x7 , what do you think ?

As it appears there is only one antler on his left side with no branches four or more inches up it, then it is a legal spike except in true spike areas.

He better pray he grows more antler than that this year or at least be as smart or lucky as he was last year. :)
