I have a few rookie questions.

When do the hunting regs usually get released for the year?  I know it's probably on the WDFW site somewhere but  I couldn't find it. 

When looking at the special permit sections, there is a column that says Apps/Avg Pts.  Does the Apps side stand for application points total or total applications?  If it's total number of applications, I'm curious what the point is of applying for some. 

Is there usually much change from year to year in season dates and requirements?

Regs will be out in the spring, April or so.

Apps = total applicants.  Avg pts is the average number of points by the people who drew the permit.

The point is you still have  chance.  Not a lot, but some.  Plenty of permits get drawn with very few points.

Some of the season dates don't change much, others change slightly from year to year.

New big game regulations come out in April.

Apps/avg pts is the number of applications for that hunt in the previous year and the average number of points that successful applicants had.

In general permits do not change much year to year.
