From page 82 of the new regs. I hope this helps:

zzIf selected for a multi-season permit,
you may hunt in any open unit
during all general seasons starting
with archery and continuing on for
muzzleloader and modern firearm.
You must comply with all rules and
weapon restrictions for the season
in effect.
zz8,500 deer and 1,000 elk permits
will be available.
zzElk multi-season permit holders
may hunt eastern and western
Washington.
zzBag limit is any legal deer or
elk consistent with the game
management unit or area
restrictions. The Bag limit does not
increase.
zzTo apply you must purchase an
application at a license vendor,
online at wdfw.wa.gov/licensing, or
by calling 1-866-246-9453. You do
not need to purchase a deer or elk
license and tag before applying for a
multiple season permit.
zzIf you are applying as an individual
your application is automatically
submitted. If you would like to
apply as a group (maximum of 2
people), you must submit your
application online at wdfw.wa.gov/
hunting/permits or by calling
1-877-945-3492. Hunt choice
for Deer is 1888, 2888 for Elk and
Points Option is 4999 for both
species. See pages 86-88 for more
information on applying for special
permits.
zzDrawing results will be available
online in April and winners will be
notified by mail.
zzIf selected, multi-season tags are
$182.00 for residents and nonresidents,
in addition to the cost
of your original deer or elk license.
If you purchased your license
and tag before you were selected,
your general season tag must be
surrendered before a multiple season
tag can be purchased.
zzIf selected, multi-season tags will be
available to purchase any time prior
to September 1.
zzIf selected, you may apply for
any weapon type special hunting
permits.

I've never been lucky enough to draw a MS tag, but it's my understanding that you purchase it just like you would a rifle tag or archery tag, but MS instead. You still need your big game license.

A lot of people put in for it and then can't afford the $180 tag.  For deer, it doesn't matter anyway.  Everyone that applies gets drawn with tags left over so, it's not like they're taking an opportunity from someone by being drawn and not buying

I applied for the deer tag last year and this year just so I'd have the option of buying it at the end of August.

If you applied for the multi season deer tag, there is NO WAY you didn't get drawn. There are more tags available than applicants.

Jason, congrats on the tag!  I've drawn the multi deer tag every year but one since it came out and love it!  If you have time to hunt a lot it's a wonderful tag and worth the $180.  You may want to make sure in the future that your not selecting the points option as last year only 7900 applied for 8500 permits so you should have drawn.  Elk is a much tougher draw; I've yet to draw one:-(

When you purchase the special permit you are automatically in the pool, but it's worth while to double check online to insure hat it was transmitted properly. But, yeah every one that puts in will be drawn for the MS Deer, not Elk! Someone is doing something wrong. Good luck next year!

its possible his buddy's applied as a group and didn't actually submit the application your only automatically put in for the drawing if you apply as an individual not as a group that's the only thing i could think.

I was half asleep when I was buying my licenses and tags online and inadvertently bought the Multi Season application thinking I was buying a Quality application...doh!!  :bash:
Anyway, I wasn't sure about the regular submittal or the points thing, so I left it alone expecting to come back later to figure it out. Well, I forgot about it, and today I got the letter saying that I got drawn for it. So...it looks like I got it with just buying the application and not even really submitting it. Sheesh....I still can't figure out all the WDFW hoops. :dunno:

I just got my letter in the mail saying I drew and was one of the lucky 6500 that drew a permit so there 2000 short of even selling out. So who cares if you draw it and don't wanna buy it. I won't decide till August 31st if I wanna buy it.

Wasn't one of the reasons why they started giving out more multi permits is because no one was buying them and they were doing like 3 or 4 draws every year to sell them?

I don't think they plan on selling anywhere near 8500 tags.  They would probably be happy with selling half that many.
