Can you restate your original question? I can't figure out what it is that you're asking.

think he is asking what permits would offer better open area hunting from a rig on the east side

Try Chiwawa. One of the biggest GMU's over there, and it's almost all National Forest, with plenty of roads. It also has a generous number of permits so is a relatively easy draw. You might put Entiat as your #1 choice, but it's a much harder draw. Either one would be a good hunt.

as was said, the chiwawa id  focus on the entiat side if drawn its more open the leavenworth side is pretty heavily forested. also look at the entiat, much harder draw but plenty of roads and open land higher up in the unit, also take a look at the slide ridge unit decent amount of roads along the ridge lines and its fairly open for the most part.
