Cascade pass is a good one. Watson lakes, and up schriebers meadows around baker is nice too, if close to Skagit counts.

Probably too late now, but Winchester mountain.... there is a fire tower to stay in at the top, you turn of  the baker highway at the dot equipment barn shed thing......I saw a sasquatch on the road up there once (seriously).... you do need a jeep or a lifted 4x4 to get up there, and the view from the top is a spiritual journey in itself. It  usually so snowed in, it's a late summer early fall hike

Shi Shi beach! Not in skagit but..... orcas is pretty sweet, lots of hiking and backpacking on the back side in Moran park plus the view from my constitution is hard to beat.....

You could always just get a cell phone signal jammer  my dad did that to my step sis... he got so fed up with her constantly yappin and facebookin he just made the entire neighborhood a dead zone...then again she is 31 and thinks she is 16 and still lives at home and doesn't work
