Can elk see red spectrum? As in the red night light on head lamps lamps or the old military flash lights?

No, ungulates (elk, deer, sheep, pretty much anything with hooves) see only yellow, blue and grey spectrums, so a red light will not be noticed by any hooved animals. Good luck.
