Not sure on the bird but that buck looks good and pretty young. If he makes it a couple more years you are going to have a real stud.

Bluish body, gray head, not a Stellers or Gray Jay.

Don't know the name of the bird but the darn things are territorial as hell. I've sat down a couple times hunting and had them sit in a tree near me a squawk up a storm. Annoying little things....

Could be a gray jay, though it seems more blue. I relooked at the scrub jay photo and they have a bluish head, not gray.

My instinctual guess would be a california scrub jay which is a scrub jay sub-species. They are found in SW Washington. I have also seen them as far up as the Ballard neighborhood of Seattle.

Head back to the area and sit. That bird will stick around if their is still food to be had. Then the mystery will be solved. A stellar Jay or camp robber. You take the pic.
