Is This Mink "Cottony"? I've heard the term but never seen one.

Usually a cotton mink is a late mink or early mink.  Their not prime and if you look at the mink say in March / April you will see the under fur will look like cotton or whitish.  This time of the year they should not be cotton looking they should be prime fur.
