Their policy is to not take lethal action against a pack until they have 4 attacks in 6 months. I might remind folks that us humans only get 3 strikes and your out and that's not just in 6 months.
Ones clemency is much better living as a wolf. You can kill sheep 3 months out of every 6 and get no punishment at all.

My uncle has turned towards more acres of alfalfa prepping for eminent wolf kills on his cattle. He only gets one cutting, but its $$ that the tree hugger pets cant take.
