Anybody know when this picks up from the shore for either kings or silvers? Or elsewhere in good canal or anywhere in Kitsap/Jefferson counties?

Right now for Kings. Aug through Sept. for Coho.

All my catch cards from the past 5 or 6 years show a tight pattern. Coho come in really hot around the first week of August give or take. Point no point has great fish, but terrible fishing. Too many people.
Salisbury park by the bridge is usually on fire right about now. I can regularly limit out from shore in 20-30 minutes right at sunrise.
Marrow stone island across the bridge is great for kings as well as coho.
Bait will out fish metal/plastic 5:1.
Go buy a few dozen herring as fresh as you can preferably before they are frozen. Brine em up and go rip some lips.
