How does this work? Can someone with multiple friends or family that are not even interested in hunting, apply for controlled hunts with the sole intentions of transferring it to a youth? I'm a big fan of promoting youth hunting, but if this is how it works and if people are doing this couldn't it get counter productive for the youths?

The transfer can only be made to a child or grandchild.
