So I checked my cams over the weekend and I had one bull with new growth that has 3 points then a spike that is carrying still from last year. The pics were taken about 1 week ago. I was really surprised to see this. Is this normal?

yes. some of last years spikes were still carrying when I checked my trail cam the Saturday before last. Meanwhile, a bull that I saw early Saturday morning already has amazing growth(he was a 7 point last year).
I guess just like all humans aren't the same beings, same goes with the animals.

Heavy antlers fall off earlier than lighter spikes.

Saw spikes still packing last week in North Bend.

Yes sir, very common for spikes not to lose their spikes & carry them into the following year, too many do not lose their velvet & will carry that on as well.

Wow I never knew that. On the bright side the spike is a elk I've never had on cam before
