Isn't there a gate to get in there over by Cougar?? Or do you have to go through the St. Helen's Tree Farm?

Margaret is not near Cougar at all. It's on the north side of spirit lake highway. The loowit and Toutle units are between Cougar and Margaret.
The top of the old Margaret unit is now an "elk area", the Mt Margaret back country section. It's Draw only. The left over Margaret is permit access.

Or come in by Ryan lake and the Green River horse camp,.  It will be on foot or hoof from there.

Quite a ways from there to the new Margaret boundary (especially the Weyco part) And the first open land you hit (Weyco) would be drivable and you'd still need the access permit. East end is now an elk area, not part of Margaret anymore.
