When I hear one.  I've gone back and forth with a coyote at night.  I never got the spotlight on him, but I know he was close.

If nothing seems to be working, I will toss one or two of them out there for the funk of it.

I will use it in response to a challenge howl.  I will use it to keep a coyote talking while a partner moves into position for a shot.  I think they are most effective when coyotes are actively defending their territory, which is from now until mid-May.
