Concerning a statewide ammunition fee to fund local public safety.

...There is levied and collected a fee upon the retail sale of all ammunition in an amount equal to five cents per round of ammunition. The fee imposed under this section must be paid by the buyer to the seller. Each seller must collect from the buyer the full amount of the fee in respect to each retail sale of ammunition. Something to think about, maybe the Bill for the assault weapons ban is being thrown out in everyone's faces as a distraction.

Get everyone stirred-up and focused on it and slide this through under the radar!

Holy *censored*. Better stock up on 22 now. A box of 525 will cost 32 dollars more than now :yike:.

I am all for more funding for public safety, but gun owners shouldn't have to be the ones to pay for it.

True, but there is no hunting without guns (for the most part), and public lands are soon to not exist without a continued fight. Hunting like any form of self reliance is a target also.
Unfortunately these issues are relevant.
Truth those pushing the ammo tax would consider this forum a terrorist threat full of bitter clingers.

I wasn't making a political statement, Craig, although as you know, I'm quite opposed to both gun control initiatives. I'm simply stating a fact that Gun Rights is listed under Outdoor Advocacy and Agencies.

Glad I am stocked up. Had a feeling this was coming after Obama got frisky again.

How does one even comment on legislation like this? I am sending an email now, but to even dignify this garbage with a "Why" seems hard.

Just find myself writing "Please Oppose this garbage" and leaving it at that.

If anyhow has a good letter they wrote on this please share.

I posted it here because I saw that the Assault weapons ban legislation was in the same forum so followed suit. 

I also I knew it would get more viewership.  Simple fact is there are many hunters that could give a rats backside about overall gun rights as long as their specific format is not affected (bolt guns, muzzy, archery).  I have heard from enough of them that they do not even bother looking at gun law section so I wanted to make sure people realize this hits everyone...

I strongly urge you to oppose HB2374, Statewide Ammunition Fee.  This proposal is another in the long line of attacks on law abiding citizens through legislative action.  This bills sole purpose is finding another avenue into the pockets of responsible citizens to further advance the agenda of those who dream up this irresponsible legislation.  In reading the HB2374, it will do nothing to further understand or curb gun violence.  In fact it will require additional government employees to regulate provisions of this bill, including the collection, cataloging, storing and assimilation of data required to dole out the revenue collected by this irresponsible legislation.  Many of the programs to be funded have no direct or indirect link to gun violence, ownership or use.  Jumping on the bandwagon and playing on the backside of the emotional strain from recent and unfortunate shootings, this bill does nothing to identify, understand and take action against what the real problem is, CRIMINALS.  Criminals do not follow the law, the will not follow the current or any subsequent laws and they will commit additional crimes to ensure they do neither of the above, hence the “earned title of Criminal”.  The time and effort wasted writing and sponsoring this purposeless bill would be better spent working on real problems of Washington, maybe figuring out how and WHY criminals are released from prisons early.  Another example of not addressing the real problem.

This one hits home very nicely  :yeah:  THEY LET OUT 1000s OF INMATES BEFORE THEIR RELEASE DATES.MAYBE THEY HAVE TO MANY THINGS GOING ON TO PAY ATTENTION TO WHATS IMPORTANT.

We need a house bill to tax AMAZON FRESH deliveries in Seattle, Bellevue and Mercer Island. 

Maybe a tax on bicycles that are adult sized and sold in King County.

And a bill to relocate Roosevelt Elk and wolves to Mercer Island.

Not really, he is his own idiot!   There is a reason Why the Democrats of Okanogan County voted him out of office after his first term! 

He campaigned on "I'll vote for no gun control bills no matter what the DNC says".  Along came the Brady Bill, guess what he did in ALL the votes??   Yep YES every time.   Office phones rang 3 to 1 to vote NO.   Kinda like Hitlery getting fired by the Democrats during Watergate!!

It's not dead, HB 2374 has been referred to the Judiciary Committee and does not yet have a public hearing scheduled.

I cut an pasted all those email addresses and they all failed to send except one. I got this error: "Technical details of permanent failure:
 local-part of envelope contains utf8 but remote  server did not offer SMTPUTF8"

Has anyone ever seen this before?

"Dear Sirs/Madams,

I quote the Washington State Constitution from Article I, Section 24. It reads: "Article I Section 24 SECTION 24 RIGHT TO BEAR ARMS. The right of the individual citizen to bear arms in defense of himself, or the state, shall not be impaired, but nothing in this section shall be construed as authorizing individuals or corporations to organize, maintain or employ an armed body of men."

Limiting the type of firearm or levying taxes which make the purchase of ammunition more difficult impairs my ability to bear arms. Please, I implore you. Do not violate my rights by even considering moving these bills forward to the floor.

Restricting the rights of law-abiding citizens based on the actions of criminals and madmen will have no positive effect on the future acts of criminals and madmen. It will only serve to reduce individual rights and the very security of our republic.

Thanks you for your consideration of my views."

Ok, only 20 of the emails failed this time (less than a quarter, good enough). Here's what I wrote:

Dear Representatives,


Please Oppose Washington State Ammo tax HB2374. This tax is an agenda driven, politically motivated cash grab that will not prevent a single crime. 5 cents per round might not seem like a lot for a box of 20 big game hunting rounds that already costs 40 dollars or more, but for rimfire, and pistol range ammo, where its not uncommon to go through a couple hundred in one sitting, the cost increase is obscene. If training and practice become too expensive to do regularly, firearm safety suffers. But that's all kind of moot, because shooters will just buy their ammo elsewhere.

Given the small size, ease of transport, and decades long shelf life of manufactured ammunition, it will a mild inconvenience at worst for Washington State firearms owners to periodically travel to Idaho or Oregon to stock up, never mind the hundreds (if not more) of online retailers where ammo is sold. In the end, this tax will do nothing except hurt Washington State businesses, the jobs they support, and the tax revenue that they already provide.

In addition, this tax is seen by many in the Washington sporting community as a punitive, back door measure to impede the people's Second Amendment rights and generally "stick it" to a group that the politically elite in this state look down on. As you are no doubt aware, the sportspeople of this state are extremely politically aware and active. I urge you to consider that fact before supporting a law that isn't going to do anything anyway."


I got a few responses back, but this one from Majority Leader Mark Schoesler's office seemed encouraging:

A Democrat from Seattle sponsored this bill, with zero co-sponsors and in turn got no companion bill in the Senate. The chairman of the Law and Justice Committee is a strong second amendment supporter, and this bill likely won’t see through committee.

A well thought out response On Behalf of Rep. Ed Orcutt:

My estimate of the impact of this bill is that if twelve billion rounds are sold in the US annually and we estimate that Washington is approximately 2% of the population, then we would expect approximately 240 million rounds to be sold in our state. At a $0.05 tax (let's call this what it really is: a tax -- not a "fee"), then we would expect it to raise $12,000,000 per year. If we divide that just by the 39 counties in our state, each would get an average of $308,000/year -- that would be enough for 3 more officers in each county (assuming $100,000 in pay, benefits, etc per officer). If we divide that among the 39 counties AND 281 cities and towns, it would average $37,500/ municipality -- that may be enough to enable some municipalities to hire an additional officer but only if they had enough of their own money to fund 2/3 of an officer, but not enough for most to hire an additional officer.
 
So, that is what it would raise -- assuming that customers in areas adjacent to Oregon or Idaho would still buy ammunition in Washington rather than crossing to another state to purchase it, but, I expect many would cross the border to buy (they cross to avoid sales tax, liquor tax, cigarette tax, gas tax, etc. so it is reasonable to expect they would cross to avoid this tax as well).
 
But, is this a fair tax? I suggest not. Even with the burden put on law enforcement by those who use guns irresponsibly, we do not need law enforcement to regulate those who use guns and ammunition responsibly. Furthermore, there are a huge number of crimes committed or police calls made that are unrelated to guns which would not be taxed. So, this appears to be a tax that unfairly singles out a certain sector of our society.
 
Furthermore, if law enforcement is so important (which it is) then it should be funded from existing revenue -- not be reliant on a new tax. I believe that we must prioritize our current revenue and provide services within existing revenues. And, I certainly oppose infringement on our 2nd amendment rights by targeting ammunition to pay for law enforcement to respond to all types of calls -- even those where no gun has been used.
 
I will not be supporting this bill and will work to defeat it.

I have  a question for some of you on here If the state does pass this assault weapons ban how do the tribes like the yakimas and the colvilles fit in since they are federally regulated and have treaty rights
