So I'm kind of new to reloading and everything says 13 grains and a 40 grain bullet. 13 grains fills the case right to the rim, the manual says compressed load but is it normal for the case to be that full?

depends on the brass.  You might check your manual again and see what mfgr was used to develop the load.  I forget whether Remington was thinner or thicker than Winchester.   Sako, if you ever see it, is even thicker yet.

Compressed loads are common, I like my loads in the 95 -97% range

OK, here's how I do it w/13.2 gr in either W or R brass. 

1) I dump from my Redding BR powder measure into a Saturn funnel held on top of an empty case.

2) I tap the funnel w/my index finger til the powder is below the case mouth

3) I remove the funnel and put my index finger over the case mouth and tap it ten times on the Bonanze CoAx press and then seat a bullet

The tapping settles it almost to the base of the neck and when I come back from Montana w/1,700 empty brass I can load them back up in a week of evenings.

The process takes less time and is less complicated than reading about it.

W/fired brass sized w/Lee Collet Die it is even lower in the case. 

I am getting 3,245 across our Oehler w/H 40 Vmax out of a 527 American w/sub half inch accuracy.  You wont get that accuracy w/out getting a modified magazine from Calhoon and seating the bullets out or using his SS adapter.  At least w/mine and four I have worked with others on - this was the case.  But w/factory length magazine it was good for ~ 3/4 inch.
