I was under the impression that in Washington, lead conicals - bullets were outlawed a few years ago? will someone please clarify?

No, it used to be that bullets had to be 100% lead (no copper jacket). They changed that so that now there are no restrictions on the type of bullet used. I'm now using Barnes bullets which are 100% copper. But all-lead bullets are still a good option.

At one time several years back Washington was very close to passing a lead ban - but it never happened....

Ever since I moved to the Lehigh bullets (Knight Bloodlines) I have never looked back to lead, at least for muzzleloading. Having shot several deer with lead bullets, and then quite a number more with the Bloodlines, I am absolutely sold on their performance. Plus no more silvery flakes of toxic lead in my venison. (I do want to experiment with copper for my .243 for the occasional modern firearm deer hunt).
