Title: Do the tribes want control of Lake Roosevelt?

I just read an article from Rich Landers (Spokesman Review)  about the Spokane and Colville tribes wanting to assume authority over fishing in Lake Roosevelt. Apparently he's asked them several pressing questions about it and they seem to be pretty tight-lipped - no response.
