Site or laptop won't let me use those emojicon things. Any helpful ideas?

Early versions of Windows 10, won't allow the use of them.     I have heard later versions after some fixes work.   I can't use them on my laptop

Which browser? Try Firefox if you haven't, or Google Chrome.
