Not sure what this means exactly. I get the part about increasing hunting permits but the part about a permit to feed elk seems odd.

Possibly only allowing feeding in certain areas so they don't funnel across highways getting to feed. There is a spot 9 miles north of pateros on hwy 153 feeding deer and they are crossing to get feed and have seen lots of roadkill deer in that spot the last couple winters.
