Here is a link to House Bill 3359 already introduced to legislation pertaining to encoded ammo here in WA. Several other states are looking to pass the same bill.

If IM not mistaken its already dead.  It wouldnt hurt to tell your reps and what not what you think about it nonetheless...  As a precursor.
