Title: switching out tags...archery to rifle????

Just wondering if can you switch out tags through the game department? I know its late in the game but not gonna be able to do the late hunt like intended. Thanks

And, that's only if you didn't apply for special hunts, I believe.

Correct, but at this point in time it was not possible, even if he had not put in for any special permits...
