So people pay for entries in the drawing, and then if drawn - pay for access through gates?

I'm missing something here.yes to your second question, when you buy a yearly pass to enter the property before a certain date, your automatically put in their own elk draw. Very limited number of tags given out and no one can be on the property except those drawn during that season.
These drawings people are not the WDFW special hunt permit drawings right? They're lotteries for access on private timeberland to hunt general seasons?
So people pay for entries in the drawing, and then if drawn - pay for access through gates?

Something like 1200+ permits and only 8 elk tags being drawn for.
