This is a rule like many others that were and still are to blame for the wildfires getting so out of control.
Actually they might be "blamed'', but being able to drive to fires on initial attack will be beneficial at keeping several fires from growing in size, instead of waiting for a cat to be hauled in etc..

It's funny the lawyer is worried about protecting old growth forests. Those forest have been managed by man since the end of the last ice age and the past 30 years of protection has lead to them to getting turned into ash.
