Until predators are more aggressively managed and "natives" play by the same rules as everyone else, the decline in elk and deer, will continue! I can't leave out poachers getting hit with hefty penalties to discourage those who don't mind a slap on the wrist. This is probably the worst area in the state for all 3 issues, ok 2 out of 3, NE is a predator pit !
