Dicks is famous for making gun buys difficult. I think they have a policy of waiting for approval and not accepting the "time" limit. Do not buy anything from Dicks! If you did not pay yet just get it somewhere else, cancel Dicks:yeah:

My local gun store guy was talking about this the other day. Some checks take days and there is never an explanation from the Feds. My last one was near instant.

First, the OP did not mention handgun or rifle. Typically, a Youth .22 comes in rifle form. Either way, this should have been settled long ago by either a DENIAL, OPEN, or PROCEED status. I imagine the idiot assigned to enter the NICS checks has never checked the NTN status, or they lost the OP's phone number.
Second, the proposed 10 day wait on semi- autos is not in effect till July.
Third, any decent FFL (which category Dick's clearly does not fit in) would have notified the applicant of any denial. Delays usually flip to OPEN or DENIED after 3 days.
Fourth, the FBI courtesy checks referenced do not end until July.
