As we all know, most D's are a lost cause when it comes to anti-gun legislation. However, a Republican occasionally slips up and needs his or her butt chewed regarding their participation in passing ridiculous anti-gun legislation.

Representative Morgan Irwin from the 31st District needs to explain to everyone why he was a "hard no" ever since HB 1739 was brought to committee, and said so to many people's faces (including mine), but ultimately voted in favor of its passage with amendments.

Rep. Irwin just called me back and the final version that he worked hard to essentially re-write only reiterates Federal law.  Bottom line is the substitute bill is not a win for the anti-gunners.

It appears to essentially outlaw 80% construction and explicitly outlaws 3D printing.

To my knowledge, such is not outlawed federally, for private purposes, unless I am missing a major loophole that he is referring to.

I'm told it is identical to the existing Federal language......   Which makes you wonder why they'd bother working on this since it has no effect.

Oh wait......   Does the Attorney General get to take credit for being tough on guns?

I wonder if Mr. Ferguson will ever get tough on prohibited persons who attempt to purchase firearms. As of a couple of years ago, the King Co. prosecutor's office had contacted less than 10% of people in that category and prosecuted even fewer. I'm not optimistic that figure has improved while he continues to attack the rights of those of us who observe the law. Why isn't this a bigger issue in a state where the residents by majority seem to be concerned about firearm-related crime?

I think undetectable firearms are already banned federally, aren't they?  I thought you were required to put a serial number on an 80% if you milled it out.

I don't believe that's accurate. You just can't sell or trade it. It can be given to an immediate family member.

IIRC, you have to put a serial number on it once it becomes a firearm.  I could be misremembering. However, this bill creates a whole new class of "untraceable firearms," which means that they weren't serialized by a FFL manufacturer and entered into NICS, and then creates burdens on that prior legal act.

As for "undetectable firearms," this seems aimed squarely at 3D printing, and the legislation makes such "undetectable firearms" manufacture a class C felony, an act which, to my knowledge is not federally prohibited.

(34) "Untraceable firearm" means any firearm manufactured after July 1, 2019, that is not an antique firearm and that cannot be traced by law enforcement by means of a serial number affixed to the firearm by a federally licensed manufacturer or importer.

Best be able to prove you had those 80%s before July 1 2019...unless we are to where it doesnt matter....

And as for the prohibited person attempting to purchase, I am in receipt of a letter from the Washington assn of sheriffs and police chiefs (I think that was who it came from) detailing new online reporting for such attempts, as i recall (letter not in front of me) that its a mandatory immediate reporting into a database of all the given 4473 info and some other information as possible.

I am pretty sure you don’t need to put any numbers on a homemade gun in Washington. That would include the 80% guns. In California you are required to put serial numbers on them and may even be required to register them with the state to be legal.
